Photoshop's Marquee tool

Hold down the Alt key while selecting the Marquee tool and you'll be able to toggle between different types of that particular tool. Hold down the Shift key while using either the Elliptical or Rectangular Marquee tools, and you will easily create a perfect circle or square.
